Police Report:  Newport Police get a report of a man “menacing” people who walked by him on the sidewalk. Police respond and find Client babbling incoherently about various topics. Police ask for identification and Client continues to babble, non-responsive to their questions. Police begin to believe Client is faking it and demand ID. When Client does not reply, police grab him and handcuff him claiming Client then began to scream and shout.
